Considerations of the direction of writing of the entire inscription do not come into play here. The direction of writing of a letter can be undeterminable on occasion. The direction of the letter S (sigma) is determined by its two top-most segments: when they open towards the left, the letter is considered sinistroverse, but dextroverse, when they open to the right.
