Interpreted as a 3rd pers. sg. pres. verb in -ti 'gives', 'dedicates' by Motta in Casini et al. 2008: 99. However, no etymology is offered (Motta assumed noiarti according to an obsolete reading), and a present-tense verb would be unusual in a votive text. For possible verbs in 1st position cf. ześu.
